The faucet shut-off valve needs to be cleaned and adjusted. To adjust the valve turn off the incoming water and tank valve and then open the faucet to relieve the pressure. Once the pressure is relieved turn off the faucet and pull the spout straight up to remove. With the spout removed slide the handle off the tee adjusting bar. With the handle removed turn the tee adjusting bar a half turn at a time until the drip stops. You may want to start with one full turn at first. You will need to reinstall the handle and spout to retest each time. Clean any build up from the spout and valve below the tee adjustment bar with a small brush.
